113 STAT. 746 PUBLIC LAW 106-65—OCT. 5, 1999 subsection (a), that the country to which the vessel is transferred have such repair or refurbishment of the vessel as is needed, before the vessel joins the naval forces of that country, performed at a shipyard located in the United States, including a United States Navy shipyard. (e) EXPIRATION OF AUTHORITY.—The authority granted by subsection (a) shall expire at the end of the two-year period beginning on the date of the enactment of this Act. Subtitle C—Support for Civilian La^v Enforcement and Counter Drug Activities SEC. 1021. MODIFICATION OF LIMITATION ON FUNDING ASSISTANCE FOR PROCUREMENT OF EQUIPMENT FOR THE NATIONAL GUARD FOR DRUG INTERDICTION AND COUNTER-DRUG ACTIVITIES. Section 112(a)(3) of title 32, United States Code, is amended by striking "per purchase order" in the second sentence and inserting "per item". SEC. 1022. TEMPORARY EXTENSION TO CERTAIN NAVAL AIRCRAFT OF COAST GUARD AUTHORITY FOR DRUG INTERDICTION ACTIVITIES. (a) INCLUSION AS AUTHORIZED AIRCRAFT. —Subsection (c) of section 637 of title 14, United States Code, is amended— (1) by striking "or" at the end of paragraph (1); (2) by striking the period at the end of paragraph (2) and inserting "; or"; and (3) by adding at the end the following new paragraph: "(3) subject to subsection (d), it is a naval aircraft that has one or more members of the Coast Guard on board and is operating from a surface naval vessel described in paragraph (2).". (b) DURATION OF INCLUSION. — Such section is further amended by adding at the end the following new subsection: "(d)(1) The inclusion of naval aircraft as an authorized aircraft for purposes of this section shall be effective only after the end of the 30-day period beginning on the date the report required by paragraph (2) is submitted through September 30, 2001. Deadline. "(2) Not later than August 1, 2000, the Secretary of Defense shall submit to the Committee on Armed Services of the House of Representatives and the Committee on Armed Services of the Senate a report containing— "(A) an analysis of the benefits and risks associated with using naval aircraft to perform the law enforcement activities authorized by subsection (a); "(B) an estimate of the extent to which the Secretary expects to implement the authority provided by this section; and "(C) an analysis of the effectiveness and applicability to the Department of Defense of the Coast Guard program known as the *New Frontiers' program.".
