113 STAT. 756 PUBLIC LAW 106-65 —OCT. 5, 1999 (1) The actions necessary to ensure that the units of the Armed Forces designated to carry out decontamination missions are at the level of readiness necessary to carry out those missions. (2) The funding necessary for attaining and maintaining the level of readiness referred to in paragraph (1). (3) Procedures for ensuring that each decontamination unit is available to respond to an incident in the United States that involves a weapon of mass destruction within 12 hours after being notified of the incident. SEC. 1038. ANALYSIS OF RELATIONSHIP BETWEEN THREATS AND BUDGET SUBMISSION FOR FISCAL YEAR 2001. (a) REQUIREMENT FOR REPORT.— The Secretary of Defense shall submit to the congressional defense committees, on the date that the President submits the budget for fiscal year 2001 to Congress under section 1105(a) of title 31, United States Code, a report on the relationship between the budget proposed for budget function 050 (National Defense) for that fiscal year and the then-current and emerging threats to the national security interests of the United States identified in the annual national security strategy report required under section 108 of the National Security Act of 1947 (50 U.S.C. 404a). The report shall be prepared in coordination with the Chairman of the Joint Chiefs of Staff and the Director of Central Intelligence. (b) CONTENT. — The report shall contain the following: (1) A detailed description of the threats referred to in subsection (a). (2) An analysis of those threats in terms of the probability that an attack or other threat event will actually occur, the military challenge posed by those threats, and the potential damage that those threats could have to the national security interests of the United States. (3) An analysis of the allocation of funds in the fiscal year 2001 budget and the future-years defense program that addresses each of those threats. (4) A justification for each major defense acquisition program (as defined in section 2430 of title 10, United States Code) that is provided for in the budget in light of the description and analyses set forth in the report pursuant to this subsection. (c) FORM OF REPORT. — The report shall be submitted in unclassified form, but may also be submitted in classified form if necessary. 10 USC 113 note. SEC. 1039. REPORT ON NATO DEFENSE CAPABILITIES INITIATIVE. (a) FINDINGS.— Congress makes the following findings: (1) At the meeting of the North Atlantic Council held in Washington, DC, in April 1999, the NATO Heads of State and Governments launched a Defense Capabilities Initiative. (2) The Defense Capabilities Initiative is designed to improve the defense capabilities of the individual nations of the NATO Alliance to ensure the effectiveness of future operations across the full spectrum of Alliance missions in the present and foreseeable security environment. (3) Under the Defense Capabilities Initiative, special focus will be given to improving interoperability among Alliance
