ADDITIONAL REQUIREMENTS RELATING TO STOCKPILING OF DEFENSE ARTICLES FOR FOREIGN COUNTRIES SEC. 584. (a) VALUE OF ADDITIONS TO STOCKPILES.— Section 514(b)(2)(A) of the Foreign Assistance Act of 1961 (22 U.S.C. 2321h(b)(2)(A)) is amended by striking "$50,000,000 for each of the fiscal years 1996 and 1997, $60,000,000 for fiscal year 1998, and" and inserting before the period at the end, the following: "and $60,000,000 for fiscal year 2000". (b) REQUIREMENTS RELATING TO THE REPUBLIC OF KOREA AND THAILAND.— Section 514(b)(2)(B) of such Act (22 U.S.C. 2321h(b)(2)(B)) is amended by striking "Of the amount specified in subparagraph (A) for each of the fiscal years 1996 and 1997, not more than $40,000,000 may be made available for stockpiles in the Republic of Korea and not more thsin $10,000,000 may be made available for stockpiles in Thailand. Of the amount specified in subparagraph (A) for fiscal year 1998, not more than $40,000,000 may be made available for stockpiles in the Republic of Korea and not more than $20,000,000 may be made available for stockpiles in Thailand."; and at the end inserting the following sentence: "Of the amount specified in subparagraph (A) for fiscal year 2000, not more than $40,000,000 may be made available for stockpiles in the Republic of Korea and not more than $20,000,000 may be made available for stockpiles in Thailand.". RUSSIAN LEADERSHIP PROGRAM SEC. 585. Section 3011 of the 1999 Emergency Supplemental Appropriations Act (Public Law 106-31; 113 Stat. 93) is amended— (1) by striking "fiscal year 1999" in subsections (a)(D, (b)(4)(B), (d)(3), and (h)(1)(A) and inserting "fiscal years 1999 and 2000"; and (2) by striking "2000" in subsection (a)(2), (e)(1), and (h)( 1)(B) and inserting "2001". ABOLITION OF THE INTER-AMERICAN FOUNDATION SEC. 586. (a) DEFINITIONS.—In this section: (1) DIRECTOR.— The term "Director" means the Director of the Office of Management and Budget. (2) FOUNDATION. —The term "Foundation" means the Inter- American Foundation. (3) FUNCTION.— The term "function" means any duty, obligation, power, authority, responsibility, right, privilege, activity, or program. (b) ABOLITION OF INTER-AMERICAN FOUNDATION. — During fiscal year 2000, the President is authorized to abolish the Inter-American Foundation. The provisions of this section shall only be effective upon the effective date of the abolition of the Inter-American Foundation. (c) TERMINATION OF FUNCTIONS. — (1) Except as provided in subsection (d)(2), there are terminated upon the abolition of the Foundation all functions vested in, or exercised by, the Foundation or any official thereof, under any statute, reorganization plan. Executive order, or
