For an additional amount for "Disease Control, Research, and Training", $460,000, to be derived by transfer from the amount made available for fiscal year 2000 for "Health Resources and Services Administration, Health Resources and Services" for construction and renovation of health care and other facilities. ADMINISTRATION FOR CHILDREN AND FAMILIES PAYMENTS TO STATES FOR FOSTER CARE AND ADOPTION ASSISTANCE For an additional amount for "Payments to States for Foster Care and Adoption Assistance" for payments for fiscal year 2000, $35,000,000. LOW INCOME HOME ENERGY ASSISTANCE For an additional amount for "Low Income Home Energy Assistance" for emergency assistance under section 2602(e) of the Omnibus Budget Reconciliation Act of 1981 (42 U.S.C. 8621(e)), $600,000,000, to remain available until expended: Provided, That the entire amount is hereby designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended: Provided further. That this amount shall be available only to the extent an official budget request for a specific dollar amount that includes designation of the entire amount of the request as an emergency requirement as defined in the Balanced Budget and Emergency Deficit Control Act of 1985, as amended, is transmitted by the President to the Congress. REFUGEE AND ENTRANT ASSISTANCE Funds appropriated under this heading in the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 2000 (as enacted into law by section 1000(a)(4) of Public Law 106-113) for fiscal year 2000, pursuant to section 414(a) of the Immigration and Nationality Act, shall be available for the costs of assistance provided and other activities through September 30, 2002. ADMINISTRATION ON AGING AGING SERVICES PROGRAMS The matter under this heading in the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 2000 (as enacted into law by section 1000(a)(4) of Public Law 106-113) is amended by inserting after 113 Stat. " $934,285,000 " the following: ", of which $2,200,000 shall be for 1501A-236. the Anchorage, Alaska Senior Center, and shall remain available until expended".
