PUBLIC LAW 106-346—APPENDIX 114 STAT. 1356A-57 but shall not have the authority to hire or discharge uniformed and operational police force personnel. "(2) RESOURCES OF OTHER AGENCIES. — The Chief Administrative Officer may utilize resources of another agency on a reimbursable basis to be paid from available appropriations of the Capitol Police. "(d) PLAN. — No later than 180 days after appointment, the Chief Administrative Officer shall prepare and submit to Chief of the Capitol Police, the Capitol Police Board, and the Comptroller General, a plan— "(1) describing the policies, procedures, and actions the Chief Administrative Officer will take in carrying out the responsibilities assigned under this section; "(2) identifying and defining responsibilities and roles of all offices, bureaus, and divisions of the Capitol Police for budgeting, financial management, information technology, and human resources management; and "(3) detailing mechanisms for ensuring that the offices, bureaus, and divisions perform their responsibilities and roles in a coordinated and integrated manner. "(e) REPORT. —No later than September 30, 2001, the Chief Administrative Officer shall prepare and submit to the Chief of the Capitol Police, the Capitol Police Board, and the Comptroller General, a report on the Chief Administrative Officer's progress in implementing the plan described in subsection (d) and recommendations to improve the budgeting, financial, information technology, and human resources management of the Capitol Police, including organizational, accounting and administrative control, and personnel changes. "(f) SUBMISSION TO COMMITTEES. — The Chief of the Capitol Police shall submit the plan required in subsection (d) and report required in subsection (e) to the Committees on Appropriations of the House of Representatives and of the Senate, the Committee on House Administration of the House of Representatives, and the Committee on Rules and Administration of the Senate. "(g) TERMINATION OF ROLE.— As of October 1, 2002, the role of the Comptroller General, as established by this section, will cease.". (b) The amendments made by subsection (a) shall take effect as if included in the enactment of the Legislative Branch Appropriations Act, 2001. This Act may be cited as the "Department of Transportation and Related Agencies Appropriations Act, 2001".
