(a) IN GENERAL. — Chapter 31 of title 5, United States Code, is amended by adding at the end the following new subchapter: "SUBCHAPTER IV—TEMPORARY ORGANIZATIONS ESTABLISHED BY LAW OR EXECUTIVE ORDER § 3161.
