(c) AUTHORIZATION OF APPROPRIATIONS. —T here is authorized to be appropriated to the Smithsonian Institution $5,000,000 to carry out this section. SEC. 702. Section 29 of Public Law 92-203, as enacted under section 4 of Public Law 94-204 (43 U.S.C. 1626), is amended by adding at the end of subsection (e) the following: "(4)(A) Congress confirms that Federal procurement programs for tribes and Alaska Native Corporations are enacted pursuant to its authority under Article I, Section 8 of the United States Constitution. "(B) Contracting with an entity defined in subsection (e)(2) of this section or section 3(c) of Public Law 93-262 shall be credited towards the satisfaction of a contractor's obligations under section 7 of Public Law 87-305. "(C) Any entity that satisfies subsection (e)(2) of this section that has been certified under section 8 of Public Law 85- 536 is a Disadvantaged Business Enterprise for the purposes of Public Law 105-178. ". CHAPTER 8 DEPARTMENT OF LABOR EMPLOYMENT AND TRAINING ADMINISTRATION TRAINING AND EMPLOYMENT SERVICES For emergency expenses to respond to the September 11, 2001, terrorist attacks on the United States for "Training and employment services", $32,500,000, to remain available until expended, to be obligated from amounts made available in Public Law 107-38: Provided, That such amount shall be provided to the Consortium for Worker Education, established by the New York City Central Labor Council and the New York City Partnership, for an Emergency Employment Clearinghouse. STATE UNEMPLOYMENT INSURANCE AND EMPLOYMENT SERVICE OPERATIONS For emergency expenses to respond to the September 11, 2001, terrorist attacks on the United States, for "State Unemployment Insurance and Employment Service Operations", $4,100,000, to remain available until expended, to be obligated from amounts made available in Public Law 107-38. WORKERS COMPENSATION PROGRAMS For emergency expenses to respond to the September 11, 2001, terrorist attacks on the United States, for "Workers Compensation Programs", $175,000,000, to remain available until expended, to be obligated from amounts made available in Public Law 107- 38: Provided, That, of such amount, $125,000,000 shall be for pay- ment to the New York State Workers Compensation Review Board, for the processing of claims related to the terrorist attacks: Provided further. That, of such amount, $25,000,000 shall be for pa3anent
