(4) Section 941(b)(3) is amended— (A) in the paragraph heading, by striking "NEW BUDGET PROCEDURES" and inserting "BUDGET PRACTICES"; (B) by striking "has estabhshed and"; (C) by striking "procedm^es" and inserting "practices"; and (D) in subparagraphs (A) and (B) by striking "require" each place it appears and inserting "result in". (5) Section 941(b)(9) is amended— (A) in the paragraph heading by striking "NEW BUDGET PROCEDURES" and inserting "BUDGET PRACTICES"; (B) by striking "Each designated specialized agency has established procedures to—" and inserting "The practices of each designated specialized agency—"; and (C) in subparagraphs (A), (B), and (C) by striking "require" each place it appears and inserting "result in". (b) CONFORMING AMENDMENT.—The undesignated paragraph under the heading "ARREARAGE PAYMENTS" in title IV of the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 2000 (as contained in section 1000 of division B of the Consolidated Appropriations Act, 2000; Public 113 Stat. Law 106-113) is amended— 1501A-42. (1) in the first proviso, by striking "the shsire of the total of all assessed contributions for any designated specialized agency of the United Nations does not exceed 22 percent for any single member of the agency, and"; and (2) by inserting after "respective agencies:" the following: "Provided further, That none of the funds appropriated or otherwise made available under this heading for payment of arrearages may be obligated with respect to a designated speciadized agency of the United Nations until such time as the share of the total of all assessed contributions for that designated specialized agency does not exceed 22 percent for any member of the agency:". (c) TRANSMITTAL OF CERTIFICATIONS TO CONGRESS.—Section 912(c) of the United Nations Reform Act of 1999 (title IX of division A of H.R. 3427, as enacted into law by section 1000(a)(7) of Public Law 106-113; appendix G; 113 Stat. 1501A-477) is amended to read as follows: "(c) ADVANCE CONGRESSIONAL NOTIFICATION.— Funds made available piu-suant to section 911 may be obligated and expended only if the appropriate certification has been submitted to the appropriate congressional committees 15 days prior to payment of the funds, in the case of a certification submitted with respect to funds made available for fiscal year 2000.". SEC. 402. LIMITATION ON THE UNITED STATES SHARE OF ASSESS- MENTS FOR UNITED NATIONS PEACEKEEPING OPER- ATIONS IN CALENDAR YEARS 2001 THROUGH 2004. (a) IN GENERAL.—Section 404(b)(2) of the Foreign Relations Authorization Act, Fiscal Years 1994 and 1995 (22 U.S.C. 287e note) is amended— (1) by striking "Funds" and inserting "(A) IN GENERAL.— Except as provided in subparagraph (B), funds"; and
