(c) APPROPRIATE COMMITTEES OF CONGRESS DEFINED. — In this section the term "appropriate committees of Congress" has the meaning given that term in section 2801(4) of title 10, United States Code. CHAPTER 11 DEPARTMENT OF TRANSPORTATION OFFICE OF THE SECRETARY TRANSPORTATION ADMINISTRATIVE SERVICE CENTER (LIMITATION ON OBLIGATIONS) Under this heading in Public Law 107-87, as amended by section 1106 of Public Law 107-117, delete "$116,023,000" and 115 Stat. 2332. insert "$128,123,000 ". TRANSPORTATION SECURITY ADMINISTRATION (INCLUDING TRANSFER OF FUNDS) For additional amounts for emergency expenses to ensure transportation security, $3,850,200,000, to remain available until expended: Provided, That the entire amount is designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended: Provided further, That of the amounts provided under this head, $1,030,000,000 shall, immediately upon enactment of this Act, be transferred to Federal Emergency Management Agency "Disaster Relief for emergency expenses to respond to the September 11, 2001 terrorist attack on the United States: Provided further. That the entire amount is designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended: Provided further. That of such amount, $480,200,000 shall be available only to the extent an official budget request for a specific dollar amount that includes designation of the entire amount of the request as an emergency requirement as defined in such Act is transmitted by the President to the Congress: Provided further. That of the total amount provided herein, the following amounts are available for obligation only for the specific purposes below: (1) Physical modification of commercial service airports for the purpose of installing checked baggage explosive detection systems, including explosive trace detection systems, $738,000,000; (2) Port security activities, $125,000,000, of which $105,000,000 shall be distributed under the same terms and conditions as provided for under Public Law 107-117 and of which $20,000,000 shall be used for developing and conducting port incident training and exercises; 99-194O-03 -4:QL3Part2
