SEC. 313. NATIONAL VIRTUAL TRANSLATION CENTER 50 USC 404ii. (a) ESTABLISHMENT.—The Director of Central Intelligence, acting as the head of the intelligence community, shall establish in the intelligence community an element with the function of connecting the elements of the intelligence community engaged in the acquisition, storage, translation, or analysis of voice or data in digital form. (b) DESIGNATION.— The element established under subsection (a) shall be known as the National Virtual Translation Center. (c) ADMINISTRATIVE MATTERS. —(1) The Director shall retain direct supervision and control over the element established under subsection (a). (2) The element established under subsection (a) shall connect elements of the intelligence community utilizing the most current available information technology that is applicable to the function of the element. (d) DEADLINE FOR ESTABLISHMENT. — The element required by subsection (a) shall be established as soon as practicable after the date of the enactment of this Act, but not later than 90 days after that date. Subtitle C—Personnel SEC. 321. STANDARDS AND QUALIFICATIONS FOR THE PERFORMANCE OF INTELLIGENCE ACTIVITIES. Section 104 of the National Security Act of 1947 (50 U.S.C. 403-4) is amended— (1) by redesignating subsection (g) as subsection (h); and (2) by inserting after subsection (f) the following new subsection (g): "(g) STANDARDS AND QUALIFICATIONS FOR PERFORMANCE OF INTELLIGENCE ACTIVITIES. — The Director, acting as the head of the intelligence community, shall, in consultation with the heads of effected agencies, develop standards and qualifications for persons engaged in the performance of intelligence activities within the intelligence community.". SEC. 322. MODIFICATION OF EXCEPTED AGENCY VOLUNTARY LEAVE TRANSFER AUTHORITY. (a) IN GENERAL.—Section 6339 of title 5, United States Code, is amended— (1) by striking subsection (b); (2) by redesignating subsection (c) as subsection (b); and (3) by inserting after subsection (b) (as so redesignated by paragraph (2)) the following: "(c)(1) Notwithstanding any provision of subsection (b), the head of an excepted agency may, at his sole discretion, by regulation establish a program under which an individual employed in or under such excepted agency may participate in a leave transfer program established under the provisions of this subchapter outside of this section, including provisions permitting the transfer of
