account for the fates of those members of the Armed Forces who are missing or otherwise unaccounted for. (4) The Secretary of Defense has the authority to disburse funds as a reward to individuals who provide information leading to the conclusive resolution of cases of missing members of the Armed Forces. (b) SENSE OF CONGRESS.—It is the sense of Congress that the Secretary of Defense should— (1) use the authority available to the Secretary to disburse funds rewarding individuals who provide information leading to the conclusive resolution of the status of any missing member of the Armed Forces; and (2) authorize and publicize a reward of $1,000,000 for information resolving the fate of any member of the Armed Forces, such as Navy Captain Michael Scott Speicher, who the Secretary has reason to believe may be alive in captivity.

Eligibility of warrant officers for accession bonus for new officers in critical skills. Special pay for service as member of Weapons of Mass Destruction Civil Support Team. Incentive bonus for conversion to military occupational specialty to ease personnel shortage. Bonus for reenlistment during service on active duty in Afghanistan, Iraq, or Kuwait.
