the United States to be kept confidential by such department or agency) necessary for the Commission to carry out its duties under this section. Upon request of the chairperson of the Commission, the head of that department or agency shall furnish such nonconfidential information to the Commission. (j) TERMINATION.—The Commission shall terminate on the 30th day following the date of transmittal of the report under subsection (f). (k) APPLICABILITY OF THE FEDERAL ADVISORY COMMITTEE ACT.—The Federal Advisory Committee Act (5 U.S.C. App.) shall not apply to the Commission. (l) AUTHORIZATION OF APPROPRIATIONS.—There are authorized to be appropriated to the Secretary $250,000 to be used to fund the Commission. SEC. 412. SMALL COMMUNITY AIR SERVICE.

Section 41743 is amended— (1) in the heading of subsection (a) by striking ‘‘PILOT’’; (2) in subsection (a) by striking ‘‘pilot’’; (3) in subsection (c)— (A) by striking paragraph (3) and inserting the following: ‘‘(3) STATE LIMIT.—Not more than 4 communities or consortia of communities, or a combination thereof, from the same State may be selected to participate in the program in any fiscal year.’’; (B) by adding at the end of paragraph (4) the following: ‘‘No community, consortia of communities, nor combination thereof may participate in the program in support of the same project more than once, but any community, consortia of communities, or combination thereof may apply, subsequent to such participation, to participate in the program in support of a different project.’’; and (C) in paragraph (5)— (i) by striking ‘‘and’’ at the end of subparagraph (C); (ii) by striking the period at the end of subparagraph (D) and inserting ‘‘; and’’; and (iii) by adding at the end the following: ‘‘(E) the assistance will be used in a timely fashion.’’; (4) in subsection (e)(2)— (A) by striking ‘‘and’’ the first place it appears and inserting a comma; and (B) by inserting after ‘‘2003’’ the following ‘‘, and $35,000,000 for each of fiscal years 2004 through 2008’’; and (5) in subsection (f) by striking ‘‘pilot’’.

Subtitle B—Miscellaneous SEC. 421. DATA ON INCIDENTS AND COMPLAINTS INVOLVING PASSENGER AND BAGGAGE SECURITY SCREENING.

Section 329 is amended by adding at the end the following: ‘‘(e) INCIDENTS AND COMPLAINTS INVOLVING PASSENGER AND BAGGAGE SECURITY SCREENING.—
