EMERGENCY PREPAREDNESS AND RESPONSE OFFICE OF THE UNDER SECRETARY FOR EMERGENCY PREPAREDNESS AND RESPONSE For necessary expenses for the Office of the Under Secretary for Emergency Preparedness and Response, as authorized by section 502 of the Homeland Security Act of 2002 (6 U.S.C. 312), $4,211,000. PREPAREDNESS, MITIGATION, RESPONSE, AND RECOVERY For necessary expenses for preparedness, mitigation, response, and recovery activities of the Directorate of Emergency Prepared ness and Response, $239,499,000, including activities authorized by the National Flood Insurance Act of 1968 (42 U.S.C. 4001 et seq.), the Robert T. Stafford Disaster Relief and Emergency Assist ance Act (42 U.S.C. 5121 et seq.), the Earthquake Hazards Reduc tion Act of 1977 (42 U.S.C. 7701 et seq.), the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2201 et seq.), the Defense Production Act of 1950 (50 U.S.C. App. 2061 et seq.), sections 107 and 303 of the National Security Act of 1947 (50 U.S.C. 404, 405), Reorganization Plan No. 3 of 1978 (5 U.S.C. App.), and the Homeland Security Act of 2002 (6 U.S.C. 101 et seq.): Provided, That of the total amount appropriated, $30,000,000 shall be for Urban Search and Rescue Teams, of which not to exceed 3 percent may be made available for administrative costs. OPERATING EXPENSES (RESCISSION OF FUNDS) Of the funds appropriated under this heading in chapter 6 of title I of Public Law 108–11 (11 Stat. 581), $5,000,000 are rescinded.
