WASHINGTON CONVENTION CENTER ENTERPRISE FUND For the Washington Convention Center Enterprise Fund, $69,742,000 from other funds. NATIONAL CAPITAL REVITALIZATION CORPORATION For the National Capital Revitalization Corporation, $7,849,000 from other funds. CAPITAL OUTLAY (INCLUDING RESCISSIONS) For construction projects, an increase of $1,004,796,000, of which $601,708,000 shall be from local funds, $46,014,000 from Highway Trust funds, $38,311,000 from the Rights of way funds, $218,880,000 from Federal grant funds, and a rescission of $99,884,000 from local funds appropriated under this heading in prior fiscal years, for a net amount of $904,913,000, to remain available until expended; in addition, $8,150,000 from funds pre viously appropriated in this Act under the heading ‘‘Federal Pay ment for Capital Development in the District of Columbia’’ and $5,000,000 from funds previously appropriated in this Act under the heading ‘‘Federal Payment for the Anacostia Waterfront Initia tive’’: Provided, That funds for use of each capital project imple menting agency shall be managed and controlled in accordance with all procedures and limitations established under the Financial Management System: Provided further, That all funds provided by this appropriation title shall be available only for the specific projects and purposes intended. TITLE III—DC SCHOOL CHOICE INCENTIVE ACT OF 2003 SEC. 301. SHORT TITLE. This title may be cited as the ‘‘DC School Choice Incentive Act of 2003’’. SEC. 302. FINDINGS. The Congress finds the following: (1) Parents are best equipped to make decisions for their children, including the educational setting that will best serve the interests and educational needs of their child. (2) For many parents in the District of Columbia, public school choice provided for under the No Child Left Behind Act of 2001 as well as under other public school choice pro grams, is inadequate due to capacity constraints.
