Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE; TABLE OF CONTENTS. (a) SHORT TITLE.—This Act may be cited as the ‘‘Bunning Bereuter Blumenauer Flood Insurance Reform Act of 2004’’. (b) TABLE OF CONTENTS.—The table of contents for this Act is as follows: Sec. 1. The Congress finds that— (1) the national flood insurance program— (A) identifies the flood risk; (B) provides flood risk information to the public; (C) encourages State and local governments to make appropriate land use adjustments to constrict the develop ment of land which is exposed to flood damage and mini mize damage caused by flood losses; and (D) makes flood insurance available on a nationwide basis that would otherwise not be available, to accelerate 42 USC 4011 note.
