authorities and funding, to expand their use of ‘‘E-Commerce’’ technologies and procedures in the conduct of their business practices and public service activities. SEC. 406. None of the funds made available in this Act may be transferred to any department, agency, or instrumentality of the United States Government except pursuant to a transfer made by, or transfer authority provided in, this Act or any other appropriations Act. SEC. 407. Unless stated otherwise, all reports and notifications required by this Act shall be submitted to the Subcommittee on Military Quality of Life and Veterans Affairs, and Related Agencies of the Committee on Appropriations of the House of Representatives and the Subcommittee on Military Construction and Veterans Affairs, and Related Agencies of the Committee on Appropriations of the Senate. SEC. 408. (a) Section 613 of the Science, State, Justice, Commerce, and Related Agencies Appropriations Act, 2006, is amended by striking ‘‘the United States-China Economic and Security Review Commission’’, and inserting ‘‘a grant for the Trade Lawyers Advisory Group’’. (b) The amendment made by paragraph (1) shall take effect on the date of enactment of the Science, State, Justice, Commerce, and Related Agencies Appropriations Act, 2006. This Act may be cited as the ‘‘Military Quality of Life and Veterans Affairs Appropriations Act, 2006’’.
