For an additional amount for ‘‘Diplomatic and Consular Programs’’ to support avian influenza country coordination, development of an avian influenza response plan, diplomatic outreach, and health support of United States Government employees, Peace Corps volunteers, and eligible family members stationed abroad, $16,000,000, to remain available until expended, of which $1,100,000 shall be transferred to and merged with appropriations for the Peace Corps: Provided, That funds appropriated by this paragraph may be obligated and expended notwithstanding section 15 of the State Department Basic Authorities Act of 1956: Provided further, That the amounts provided under this heading are designated as an emergency requirement pursuant to section 402 of H. Con. Res. 95 (109th Congress), the concurrent resolution on the budget for fiscal year 2006. EMERGENCIES IN THE DIPLOMATIC AND CONSULAR SERVICE

For an additional amount for ‘‘Emergencies in the Diplomatic and Consular Service’’ for emergency evacuation support of United States Government personnel, Peace Corps volunteers, and dependents in regions affected by the avian influenza, $15,000,000, to remain available until expended: Provided, That funds appropriated by this paragraph may be obligated and expended notwithstanding
