SEC. 1112. CLARIFICATION OF NUMBER OF RECIPIENTS WHO MAY BE SELECTED IN A GIVEN YEAR TO RECEIVE PUBLIC SAFETY OFFICER MEDAL OF VALOR.

Section 3(c) of the Public Safety Officer Medal of Valor Act of 2001 (42 U.S.C. 15202(c)) is amended by striking ‘‘more than 5 recipients’’ and inserting ‘‘more than 5 individuals, or groups of individuals, as recipients’’. SEC. 1113. CLARIFICATION OF OFFICIAL TO BE CONSULTED BY ATTORNEY GENERAL IN CONSIDERING APPLICATION FOR EMERGENCY FEDERAL LAW ENFORCEMENT ASSISTANCE.

Section 609M(b) of the Justice Assistance Act of 1984 (42 U.S.C. 10501(b)) is amended by striking ‘‘the Director of the Office of Justice Assistance’’ and inserting ‘‘the Assistant Attorney General for the Office of Justice Programs’’. SEC. 1114. CLARIFICATION OF USES FOR REGIONAL INFORMATION SHARING SYSTEM GRANTS.

Section 1301(b) of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3796h(b)), as most recently amended by section 701 of the USA PATRIOT Act (Public Law 107–56; 115 Stat. 374), is amended— (1) in paragraph (1), by inserting ‘‘regional’’ before ‘‘information sharing systems’’; (2) by amending paragraph (3) to read as follows: ‘‘(3) establishing and maintaining a secure telecommunications system for regional information sharing between Federal, State, tribal, and local law enforcement agencies;’’; and (3) by striking ‘‘(5)’’ at the end of paragraph (4). SEC. 1115. INTEGRITY AND ENHANCEMENT OF NATIONAL CRIMINAL RECORD DATABASES.

(a) DUTIES OF DIRECTOR.—Section 302 of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3732) is amended— (1) in subsection (b), by inserting after the third sentence the following new sentence: ‘‘The Director shall be responsible for the integrity of data and statistics and shall protect against improper or illegal use or disclosure.’’; (2) by amending paragraph (19) of subsection (c) to read as follows: ‘‘(19) provide for improvements in the accuracy, quality, timeliness, immediate accessibility, and integration of State criminal history and related records, support the development and enhancement of national systems of criminal history and related records including the National Instant Criminal Background Check System, the National Incident-Based Reporting System, and the records of the National Crime Information Center, facilitate State participation in national records and information systems, and support statistical research for critical analysis of the improvement and utilization of criminal history records;’’; and (3) in subsection (d)— (A) by striking ‘‘and’’ at the end of paragraph (4); (B) by striking the period at the end of paragraph (5) and inserting ‘‘; and’’; and (C) by adding at the end the following:
