(f) DEFINITIONS.—In this section: (1) UNIT OF LOCAL GOVERNMENT.—The term ‘‘unit of local government’’ means a county, township, city, or political subdivision of a county, township, or city, that is a unit of local government as determined by the Secretary of Commerce for general statistical purposes. (2) JUVENILE.—The term ‘‘juvenile’’ means an individual who is 17 years of age or younger. (3) YOUNG ADULT.—The term ‘‘young adult’’ means an individual who is 18 through 24 years of age. (g) AUTHORIZATION OF APPROPRIATIONS.—There are authorized to be appropriated to carry out this section $50,000,000 for fiscal year 2007 and such sums as may be necessary for each of fiscal years 2008 through 2009, to remain available until expended.
