SEC. 3. AUTHORIZATION OF APPROPRIATIONS.

Section 6 of the Junior Duck Stamp Conservation and Design Program Act of 1994 (16 U.S.C. 719c) is amended— (1) by striking ‘‘$250,000’’ and inserting ‘‘$350,000’’; (2) by striking ‘‘fiscal years 2001 through 2005’’ and inserting ‘‘fiscal years 2006 through 2010’’; (3) by inserting ‘‘(a) AUTHORIZATION.—’’ before the first sentence; and (4) by adding at the end the following: ‘‘(b) LIMITATIONS ON USE FOR DISTRIBUTION TO STATE AND REGIONAL COORDINATORS TO IMPLEMENT COMPETITIONS.—Of the amount appropriated under this section for a fiscal year— ‘‘(1) not more than $100,000 may be used by the Secretary to administer the Program; and ‘‘(2) not more than $250,000 may be distributed to State and regional coordinators to implement competitions under the Program.’’. SEC. 4. REPEAL.

The second section 6 of the Junior Duck Stamp Conservation and Design Program Act of 1994 (16 U.S.C. 668dd note), relating to an environmental education center and refuge headquarters, is repealed.
