SEC. 2. DEFINITIONS.
Except as otherwise provided, in this Act: (1) DEPARTMENT.—The term ‘‘Department’’ means the Department of Energy. (2) INSTITUTION OF HIGHER EDUCATION.— (A) IN GENERAL.—The term ‘‘institution of higher education’’ has the meaning given the term in section 101(a) of the Higher Education Act of 1065 (20 U.S.C. 1001(a)). (B) INCLUSION.—The term ‘‘institution of higher education’’ includes an organization that—
