‘‘(5) DEFINITION OF ECOLOGICAL SUCCESS.—In this subsection, the term ‘ecological success’ means— ‘‘(A) achieving a tenfold increase in native oyster biomass by the year 2010, from a 1994 baseline; and ‘‘(B) the establishment of a sustainable fishery as determined by a broad scientific and economic consensus.’’. SEC. 5022. HYPOXIA ASSESSMENT.

The Secretary may participate with Federal, State, and local agencies, non-Federal and nonprofit entities, regional researchers, and other interested parties to assess hypoxia in the Gulf of Mexico.

SEC. 5023. POTOMAC RIVER WATERSHED ASSESSMENT AND TRIBUTARY STRATEGY EVALUATION AND MONITORING PROGRAM.

The Secretary may participate in the Potomac River watershed assessment and tributary strategy evaluation and monitoring program to identify a series of resource management indicators to accurately monitor the effectiveness of the implementation of the agreed upon tributary strategies and other public policies that pertain to natural resource protection of the Potomac River watershed. SEC. 5024. LOCK AND DAM SECURITY.

(a) STANDARDS.—The Secretary, in consultation with the Federal Emergency Management Agency, the Tennessee Valley Authority, and the Coast Guard, shall develop standards for the security of locks and dams, including the testing and certification of vessel exclusion barriers. (b) SITE SURVEYS.—At the request of a lock or dam owner, the Secretary shall provide technical assistance, on a reimbursable basis, to improve lock or dam security. (c) COOPERATIVE AGREEMENT.—The Secretary may enter into a cooperative agreement with a nonprofit alliance of public and private organizations that has the mission of promoting safe waterways and seaports to carry out testing and certification activities, and to perform site surveys, under this section. (d) AUTHORIZATION OF APPROPRIATIONS.—There is authorized to be appropriated $3,000,000 to carry out this section. SEC. 5025. RESEARCH AND DEVELOPMENT PROGRAM FOR COLUMBIA AND SNAKE RIVER SALMON SURVIVAL.

Section 511 of the Water Resources Development Act of 1996 (16 U.S.C. 3301 note; 110 Stat. 3761; 113 Stat. 375) is amended— (1) in subsection (a)(6) by striking ‘‘$10,000,000’’ and inserting ‘‘$25,000,000’’; and (2) in subsection (c)(2) by striking ‘‘$1,000,000’’ and inserting ‘‘$10,000,000’’. SEC. 5026. WAGE SURVEYS.

Employees of the Corps of Engineers who are paid wages determined under the last undesignated paragraph under the heading ‘‘Administrative Provisions’’ of chapter V of the Supplemental Appropriations Act, 1982 (5 U.S.C. 5343 note; 96 Stat. 832) shall be allowed, through appropriate employee organization representatives, to participate in wage surveys under such paragraph to the same extent as are prevailing rate employees under subsection (c)(2) of section 5343 of title 5, United States Code.
