with respect to any contract entered into by a legislative branch agency. (c) MEMBERS OF THE BOARD.— (1) APPOINTMENT.—The Comptroller General shall appoint at least 3 members to the Contract Appeals Board. (2) QUALIFICATIONS.—Each member shall have not less than 5 years experience in public contract law. (3) PAY.—Subject to any provision of law relating to pay applicable to the Office of General Counsel of the Government Accountability Office, the Comptroller General shall establish and adjust the annual rate of basic pay of members of the Board. (d) PROVISIONS APPLICABLE TO APPEALS.—The Contract Disputes Act of 1978 (Public Law 95–563, 41 U.S.C. 601 et seq.), as amended, shall apply to appeals to the Board, except that section 4, subsections 8(a), (b), and (c), and subsection 10(a) shall not apply to such appeals and the amount of any claim referenced in subsection 6(c) shall be $50,000. The Comptroller General shall prescribe regulations for procedures for appeals to the Board that are consistent with procedures under the Contract Disputes Act of 1978. (e) EFFECTIVE DATE.—This section shall apply with respect to fiscal year 2008 and each fiscal year thereafter. SEC. 1502. REPEAL AND MODIFICATION OF CERTAIN REPORTING REQUIREMENTS. (a) ANNUAL REPORT BY GAO ON CONSISTENCY OF IMF PRACTICES WITH STATUTORY POLICIES.—Section 504(e) of the Consolidated Appropriations Act, 2000 (Public Law 106–113; 113 Stat. 1501A–318) is repealed. (b) REVIEW OF PROPOSED CHANGES TO EXPORT THRESHOLDS FOR COMPUTERS.—Section 314 of the Consolidated Appropriations Act, 2001 (Public Law 106–554; 114 Stat. 2763A–123) is repealed. (c) CONGRESSIONAL HUNGER FELLOWSHIP PROGRAM AUDIT.— Section 4404(f)(4)(A) of the Congressional Hunger Fellows Act of 2002 (2 U.S.C. 1161(f)(4)(A); Public Law 107–171) is amended— (1) by striking ‘‘shall’’ and inserting ‘‘may’’; and (2) by striking ‘‘annual.’’. (d) HAITIAN REFUGEE IMMIGRATION.—Section 902(k) of the Haitian Refugee Immigration Fairness Act of 1998 (8 U.S.C. 1255 note; Public Law 105–277) is repealed. (e) AUDIT OF FINANCIAL TRANSACTIONS.—Section 11 of the National Moment of Remembrance Act (36 U.S.C. 116 note; Public Law 106–579) is repealed. (f) LOSS RATIOS AND REFUND OF PREMIUMS.—Section 1882(r)(5) of the Social Security Act (42 U.S.C. 1395ss(r)(5)) is amended— (1) in subparagraph (A)— (A) by striking ‘‘(A) The Comptroller General shall periodically, not less than once every 3 years,’’ and inserting ‘‘The Secretary may’’; and (B) by striking ‘‘and to the Secretary’’; and (2) by striking subparagraph (B). (g) RADIATION EXPOSURE COMPENSATION REPORTS.—Section 14 of the Radiation Exposure Compensation Act (42 U.S.C. 2210 note; Public Law 101–426) is repealed.
