The Secretary may also issue 40 rounds of ball cartridges for each midshipman for each range at which target practice is held, but not more than 12 0 rounds each year for each midshipman participating in target practice. ‘‘(b) R E SP ONSI B I L ITIES O FI NSTITUTIONS.—The institutions to which property is lent under subsection (a) shall— ‘‘(1) use the property for target practice

‘‘(2) ta k e proper care of the property; and ‘‘( 3 ) return the property when re q uired. ‘‘(c) RE G UL A TIONS.—The Secretary of the Navy shall prescribe regulations to carry out this section, containing such other require- ments as he considers necessary to safeguard the interests of the United States. ‘‘§ 791 3 . S upplies: militar y instruction camps ‘‘Under such conditions as he may prescribe, the Secretary of the Navy may issue, to any educational institution at which an officer of the naval service is detailed as professor of naval science, such supplies as are necessary to establish and maintain a camp for the military instruction of its students. The Secretary shall require a bond in the value of the property issued under this section, for the care and safekeeping of that property and except for property properly expended, for its return when required. ’ ’. (b) C LERI C ALA M ENDMENT.—The table of chapters at the begin- ning of subtitle C of such title, and the table of chapters at the beginning of part I V of such subtitle, are each amended by inserting after the item relating to chapter 6 6 5 the following new item
