ANIMAL HEALTH AN D DISEASE RESEARCH PROGRAM. Section 1434(b) of the National Agricultural Research, Exten- sion, and Teaching Policy Act of 1977 (7 U.S.C. 3196(b)) is amended by inserting after ‘‘uni v ersities’’ the following: ‘‘(including 1 8 90 Institutions (as defined in section 2 of the Agricultural Research, Extension, and Education Reform Act of 1998 (7 U.S.C. 7601)))’’. SEC. 7121. AUTHORI Z ATION LE V ELFORE X TENSION AT 1890 LAND - GRANT COLLEGES. Section 1444(a)(2) of the National Agricultural Research, Exten- sion, and Teaching Policy Act of 1977 (7 U.S.C. 3221(a)(2)) is amended by striking ‘‘15 percent’’ and inserting ‘‘20 percent’’. SEC. 7122. AUTHORIZATION LEVEL FOR AGRICULTURAL RESEARCH AT 1890 LAND-GRANT COLLEGES. Section 1445(a)(2) of the National Agricultural Research, Exten- sion, and Teaching Policy Act of 1977 (7 U.S.C. 3222(a)(2)) is amended by striking ‘‘25 percent’’ and inserting ‘‘30 percent’’. SEC. 712 3 . GRANTS TO UPGRADE AGRICULTURAL AND FOOD SCIENCES FACILITIES AT 1890 LAND-GRANT COLLEGES , INCLUDING TUS K EGEE UNIVERSIT Y . Section 1447(b) of the National Agricultural Research, Exten- sion, and Teaching Policy Act of 1977 (7 U.S.C. 3222b(b)) is amended by striking ‘‘2007’’ and inserting ‘‘2012’’. SEC. 712 4 . GRANTS TO UPGRADE AGRICULTURE AND FOOD SCIENCES FACILITIES AT THE DISTRICT OF COLUMBIA LAND-GRANT UNIVERSITY. The National Agricultural Research, Extension, and Teaching Policy Act of 1977 is amended by inserting after section 1447 (7 U.S.C. 3222b) the following: ‘ ‘SEC. 1447A. GRANTS TO UPGRADE AGRICULTURE AND FOOD SCIENCES FACILITIES AT THE DISTRICT OF COLUMBIA LAND-GRANT UNIVERSITY. ‘‘(a) PURPOSE.—It is the intent of Congress to assist the land- grant university in the D istrict of Columbia established under sec- tion 208 of the District of Columbia Public Postsecondary Education Reorgani z ation Act (Public L aw 93 – 471
