‘‘( C ) c onstr u ction of an y needed facilities; ‘‘( D ) provision of applica b le utilities; and ‘‘( E ) any other facility cost normally associated w ith the operation of a leased facility . ‘‘( 5 ) PROHIB I T IO N O FUSE OF AP PROPRIATIONS. —T he S ec - retary shall not use any funds made available to the Secretary in an appropriations A ct for the construction or operatin g costs of any space covered by a lease under this section. ‘‘( 6 ) TER M INATION OF AUTHORIT Y .—This section and the authority provided by this section terminate— ‘‘(A) on the date that is 5 years after the date of enactment of this section; or ‘‘(B) with respect to any particular leased property , on the date of termination of the lease. ‘‘(c) EFFE C TOF O THER L A W S.— ‘‘( 1 ) U TI L I Z ATION.—Property that is leased pursuant to this section shall not be considered to be unutili z ed or underutilized for purposes of section 5 0 1 of the Stewart B. M c K inney H ome- less Assistance Act ( 42 U.S.C. 11411). ‘‘(2) DISPOSAL.—Property at the Beltsville Agricultural R esearch Center or the N ational Agricultural Library that is leased pursuant to this section shall not be considered to be disposed of by sale, lease, rental, e x cessing, or surplusing for purposes of section 52 3 of Public Law 100 – 202 (101 Stat. 132 9 - 41 7 ). ‘‘(d) A D MINISTRATION.— ‘‘(1) I N G ENERAL.—Not later than 90 days after the date of enactment of this section, the Secretary shall submit to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and F orestry of the Senate a report that describes detailed management ob j ectives and performance measurements by which the Sec- retary intends to evaluate the success of the program under this section. ‘‘(2) REPORTS.—Not later than 1, 3, and 5 years after the date of enactment of this section, the Secretary shall submit to the Committee on Agriculture of the House of Representa- tives and the Committee on Agriculture, Nutrition, and Forestry of the Senate a report describing the implementation of the program under this section, including— ‘‘(A) a copy of each lease entered into pursuant to this section; and ‘‘(B) an assessment by the Secretary of the success of the program using the management objectives and performance measurements developed by the Secretary. ’ ’. SEC.7410 . B E GIN NING FARM ER AN D RANC H ER DE V E LOP MEN T PRO - GRAM. (a) G RANTS.—Section 7405(c) of the Farm Security and Rural Investment Act of 2002 (7 U.S.C. 3319f(c)) is amended— (1) by stri k ing paragraph (3) and inserting the following
