‘‘(5) E VA L UATION CRITERIA.— I nma k ing grants under this subsection, the S ecretary shall evaluate— ‘‘(A) relevancy; ‘‘(B) technical merit; ‘‘(C) achievability; ‘‘( D )thee x pertise and track record of 1 or more applicants; ‘‘(E) the ade q uacy of plans for the participatory evalua- tion process, outcome-based reporting, and the communica- tion of findings and results beyond the immediate target audience; and ‘‘( F ) other appropriate factors, as determined by the Secretary. ‘‘( 6 ) R EGIONAL B ALANCE.—In making grants under this sub- section, the Secretary shall, to the maximum extent practicable, ensure geographical diversity. ‘‘(7) P RIORIT Y .—In making grants under this subsection, the Secretary shall give priority to partnerships and collabora- tions that are led by or include nongovernmental and commu- nity-based organi z ations with expertise in new agricultural pro- ducer training and outreach.’’. (b) FUN D ING.—Section 7405 of the Farm Security and Rural Investment Act of 2002 (7 U .S.C. 331 9 f) is amended by striking subsection (h) and inserting the following: ‘‘(h) FUNDING.— ‘‘(1) IN GENERAL.— O f the funds of the Commodity Credit Corporation, the Secretary shall make available to carry out this section— ‘‘(A) $18,000,000 for fiscal year 2009; and ‘‘(B) $19,000,000 for each of fiscal years 2010 through 2012. ‘‘(2) AUT H ORI Z ATION O F A P PROPRIATIONS.—In addition to funds provided under paragraph (1), there is authorized to be appropriated to carry out this section $30,000,000 for each of fiscal years 2008 through 2012.’’. SEC.741 1. PUBLI CE D UC AT I ONR E G ARDING USE O F BIOTEC H NOLOG Y IN PRODUCING FOOD FOR HU M AN CONSUMPTION. Section 10802 of the Farm Security and Rural Investment Act of 2002 (7 U.S.C. 5921a) is repealed. SEC. 741 2 . MCINTIRE - STENNIS COOPERATI V E FORESTRY ACT. (a) IN G ENERAL.—Section 2 of Public L aw 87 – 788 (commonly known as the ‘‘ M cIntire-Stennis Cooperative Forestry Act’’) (16 U.S.C. 582a–1) is amended by inserting ‘‘and 1890 Institutions (as defined in section 2 of the Agricultural Research, Extension, and Education Reform Act of 1998 (7 U.S.C. 7601)),’’ before ‘‘and (b)’’. (b) EFFECTIVE DATE.— T he amendment made by subsection (a) takes effect on October 1, 2008. 16USC502a– 1 note.
