SEC.7506 . BUDG E T SUB MI SSI ONA ND F UNDING. (a) DEF INITION OF CO MP ETITI V E PR O G RAMS.—In this section, the term ‘ ‘competitive programs ’ ’ includes only competitive programs for which annual appropriations are re q uested in the annual budget submission of the President. (b) B U D GET R E Q UEST.— T he President shall submit to Congress, together with the annual budget submission of the President, a single budget line item reflecting the total amount requested by the President for funding for research, education, and e x tension activities of the Research, E ducation, and Economics mission area of the Department for that fiscal year and for the preceding 5 fiscal years. (c) CAPA C IT Y AND INFRASTRUCTURE PROGRAM REQUEST.— O f the funds requested for capacity and infrastructure programs in excess of the capacity and infrastructure program critical base funding level, budgetary emphasis should be placed on enhancing funding for— ( 1 )1 890 Institutions

( 2 ) 199 4 Institutions; ( 3 ) NLG C A Institutions; (4) H ispanic-serving agricultural colleges and universities; and (5) small 18 6 2 Institutions. (d) COMPETITIVE PROGRAM REQUEST.—Of the funds requested for competitive programs in excess of the competitive program crit- ical base funding level, budgetary emphasis should be placed on— (1) enhancing funding for emerging problems; and (2) finding solutions for those problems. PARTI I — R ES EAR CH, E DU CATI ON , AND ECONO M ICS SEC. 75 1 1. R ESEARC H, EDUCATION, AND ECONOMICS. (a) IN GENERAL.—Section 251 of the Department of Agriculture Reorgani z ation Act of 1994 ( 7U .S.C. 6971) is amended— (1) in subsection (a), by inserting ‘‘(referred to in this sec- tion as the ‘Under Secretary’)’’ before the period at the end; (2) by stri k ing subsections (b) through (d); (3) by redesignating subsection (e) as subsection (g); and (4) by inserting after subsection (a) the following

‘‘(b) CONFIRMATION REQUIRED.—The Under Secretary shall be appointed by the President, by and with the advice and consent of the Senate, from among distinguished scientists with specialized training or significant experience in agricultural research, edu- cation, and economics. ‘‘(c) C H IEF SCIENTIST.—The Under Secretary shall— ‘‘(1) hold the title of Chief Scientist of the Department; and ‘‘(2) be responsible for the coordination of the research, education, and extension activities of the Department. ‘‘(d) F UNCTIONS OF UNDER SECRETARY.— ‘‘(1) PRINCIPAL FUNCTION.—The Secretary shall delegate to the Under Secretary those functions and duties under the Presid e nt.Co n g ress. 5US C5 314 . 7 USC 7 6 14 c .
