( B ) R EG U LA TIO N S .— N ot later than 1 8 months after the date of the enactment of this Act, the Secretary of Agriculture, in consultation with the Commissioner of F ood and D rugs, shall issue final regulations to carry out the amendments made by paragraph (1). ( 3 )BU D GET RE Q UEST.—Not later than 3 0 days after the date of the enactment of this Act, the Secretary of Agriculture shall submit to Congress an estimate of the costs of imple- menting the amendments made by paragraph (1), including the estimated— (A) staff years

(B) number of establishments; (C) volume e x pected to be produced at such establish- ments; and (D) any other information used in estimating the costs of implementing such amendments. SEC.1 1 0 1 7 . FO O D S A FE TYIMPR O V EME N T. (a) FEDERAL M EAT INS P E C TION ACT.—Title I of the Federal Meat Inspection Act is further amended by inserting after section 11( 2 1 U.S.C. 6 11) the following

‘SEC. 1 2 . NOTIFICATION. ‘ ‘Any establishment sub j ect to inspection under this Act that believes, or has reason to believe, that an adulterated or misbranded meat or meat food product received by or originating from the establishment has entered into commerce shall promptly notify the Secretary with regard to the type, amount, origin, and destina- tion of the meat or meat food product. ‘‘SEC. 1 3 .P L ANS AND REASSESSMENTS. ‘‘The Secretary shall re q uire that each establishment subject to inspection under this Act shall, at a minimum— ‘‘(1) prepare and maintain current procedures for the recall of all meat or meat food products produced and shipped by the establishment; ‘‘(2) document each reassessment of the process control plans of the establishment; and ‘‘(3) upon request, ma k e the procedures and reassessed process control plans available to inspectors appointed by the Secretary for review and copying. ’ ’. (b) P OULTR Y PRODUCTS INSPECTION ACT.—Section 10 of the Poultry Products Inspection Act (21 U.S.C. 4 5 9 ) is amended— (1) by striking the section heading and all that follows through ‘‘ SEC.10 . No establishment’’ and inserting the following: ‘‘SEC. 10. COMPLIANCE B Y ALL ESTABLIS H MENTS. ‘‘(a) IN G ENERAL.—No establishment’’; and (2) by adding at the end the following: ‘‘(b) NOTI F ICATION.—Any establishment subject to inspection under this Act that believes, or has reason to believe, that an 21USC6 1 3. 21 USC 612.
