(2)ENTI T LEM ENT T O LE AV E. —S ection 638 2(a) of such title is amended by adding at the end the follo w ing

‘(3) Sub j ect to section 6383, an employee who is the spouse, son, daughter, parent, or ne x tofkinofaco v ered servicemember shall be entitled to a total of 26 administrative workweeks of leave during a 1 2 - month period to care for the servicemember. T he leave described in this paragraph shall only be available during a single 12-month period. ‘‘( 4 ) D uring the single 12-month period described in paragraph (3), an employee shall be entitled to a combined total of 26 adminis- trative workweeks of leave under paragraphs (1) and (3). N othing in this paragraph shall be construed to limit the availability of leave under paragraph (1) during any other 12-month period.’’. (3) R E QU I R EMENT S RELATIN G TO LEAVE.— (A) S CH E D ULE.—Section 6382(b) of such title is amended— (i) in paragraph (1), in the second sentence— ( I ) by striking ‘‘section 6383(b)( 5 )’’ and inserting ‘‘subsection (b)(5) or (f) (as appropriate) of section 6383’’

and (II) by inserting ‘‘or under subsection (a)(3)’’ after ‘‘subsection (a)(1)’’; and (ii) in paragraph (2), by inserting ‘‘or under sub- section (a)(3)’’ after ‘‘subsection (a)(1)’’. ( B )SU B STITUTION O FP AID LEAVE.—Section 6382(d) of such title is amended by adding at the end the following: ‘‘An employee may elect to substitute for leave under sub- section (a)(3) any of the employee’s accrued or accumulated annual or sick leave under subchapter I for any part of the 26-week period of leave under such subsection.’’. ( C ) NOTICE.—Section 6382(e) of such title is amended by inserting ‘‘or under subsection (a)(3)’’ after ‘‘subsection (a)(1)’’. (D) CERTIFICATION.—Section 6383 of such title is amended by adding at the end the following: ‘‘(f) An employing agency may re q uire that a request for leave under section 6382(a)(3) be supported by a certification issued at such time and in such manner as the O ffice of P ersonnel M anage- ment may by regulation prescribe.’’. SEC.586 . FAMILY CA R E P LA N SAN D DEFERMEN TO F DEPLOYMENT OF SIN G LE PARENT OR D U AL MILITARY COUPLES W IT H MINOR DEPENDENTS. The Secretary of Defense shall establish appropriate procedures to ensure that an adequate family care plan is in place for a member of the Armed Forces with minor dependents who is a single parent or whose spouse is also a member of the Armed Forces when the member may be deployed in an area for which imminent danger pay is authori z ed under section 31 0 of title 3 7 , U nited States Code. Such procedures should allow the member to request a deferment of deployment due to unforeseen cir- cumstances, and the request for such a deferment should be consid- ered and responded to promptly.
