SEC.15406 . PR ES ID E NT I AL PR O CLA M ATION A U T H ORIT Y . The President may exercise the authority under section 604 of the Trade Act of 197 4 to proclaim such modifications to the Harmoni z ed Tariff Schedule of the United States as may be nec- essary to carry out this part and the amendments made by this part. SEC. 1540 7 .RE G ULATIONS AND PROCEDURES. The President shall issue such regulations as may be necessary to carry out the amendments made by sections 1 5 40 2, 1540 3 , and 15404. Regulations to carry out the amendments made by section 15402 shall be issued not later than September 30, 200 8 . The Secretary of Commerce shall issue such procedures as may be necessary to carry out the amendment made by section 15402(d) not later than September 30, 2008. SEC. 1540 8 .E X TENSION O F C B TPA. Section 213(b) of the Caribbean Basin E conomic Recovery Act (19 U.S.C. 2703(b)) is amended— (1) in paragraph (2)(A)— (A) in clause (iii)— (i) in subclause ( I I)(cc), by stri k ing ‘‘2008’’ and inserting ‘‘2010’’
and (ii) in subclause (I V )(dd), by striking ‘‘2008’’ and inserting ‘‘2010’’; and (B) in clause (iv)(II), by striking ‘‘6’’ and inserting ‘‘8’’; and (2) in paragraph (5)(D)— (A) in clause (i), by striking ‘‘2008’’ and inserting ‘‘2010’’; and (B) in clause (ii), by striking ‘‘108(b)(5)’’ and inserting ‘‘section 108(b)(5)’’. SEC. 1540 9 . SENSE OF CONGRESS ON INTERPRETATION OF TEXTILE AND APPAREL PRO V ISIONS FOR HAITI. It is the sense of the Congress that the executive branch, particularly the Committee for the Implementation of Textile Agree- ments (CITA), U.S. Customs and Border Protection of the Depart- ment of Homeland Security, and the Department of Commerce, should interpret, implement, and enforce the provisions of section 213A(b) of the Caribbean Basin Economic Recovery Act, as amended by section 15402 of this Act, relating to preferential treatment of textile and apparel articles, broadly in order to expand trade by maximizing opportunities for imports of articles eligible for pref- erential treatment under such section 213A(b).
