(b) NATIONAL H I G H W A Y SY S TEM.—Section 1908(b) of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (119 Stat. 1470) is amended by striking ‘‘from the Arkansas State line’’ and inserting ‘‘from I nterstate Route 540’’. BUY AMERICA. (a) B UDGET J USTI F ICATION.—Section 1926 of the Safe, Account- able, Flexible, Efficient Transportation Equity Act: A Legacy for Users (119 Stat. 1483) is amended by striking ‘‘The Department’’ and inserting ‘‘Notwithstanding any other provision of law, the Department’’. (b) BUY AMERICA.—Section 1928 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (119 Stat. 1484) is amended— (1) by redesignating paragraphs (2) through (5) as para- graphs (3) through (6), respectively
and (2) by inserting after paragraph (1) the following: ‘‘(2) the current application by the Federal Highway Administration of the Buy America test, that is only applied to components or parts of a bridge project and not the entire bridge project, is inconsistent with this sense of Congress;’’. SEC. 10 9 . TRANSPORTATION IMPRO V EMENTS.
