A L egacy for Users (11 9 Stat. 1 5 21) is amended— (A) by striking paragraph (2); and ( B ) by redesignating paragraphs (3) and (4) as (2) and (3), respectively. (2) Section 2007(b)(1) of such Act (119 Stat. 1529) is amended— (A) by inserting ‘‘and’’ after the semicolon at the end of subparagraph (A); (B) by striking ‘‘and’’ at the end of subparagraph (B); and (C) by striking subparagraph (C). (3) Effective August 10, 2005, section 410(c)(7)(B) of title 23, United States Code, is amended by striking ‘‘clause (i)’’ and inserting ‘‘clauses (i) and (ii)’’. (4) Section 411 of title 23, United States Code, is amended by redesignating the second subsection (c), relating to adminis- tration expenses, and subsection (d) as subsections (d) and (e), respectively. SEC. 30 4 . C OR RECTIO N OF ST UD YRE Q UIRE M ENT REGARDING ON - SCENE MOTOR V EHIC L E COLLISION CAUSATION. Section 2003(c)(1) of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (Public Law 109 – 59; 119 Stat. 1522) is amended in the second sentence by striking ‘‘shall’’ and inserting ‘‘may’’. SEC. 30 5 . MOTOR CARRIER TRANS P ORTATION REGISTRATION. (a) GENERAL R E Q UIREMENTS.—Section 3113 8 of title 49, United States Code, is amended— (1) by striking subsection (a) and inserting the following: ‘‘(a) GENERAL REQUIREMENT.— ‘‘(1) TRANSPORTATION OF PASSENGERS FOR COMPENSATION.— The Secretary of Transportation shall prescribe regulations to require minimum levels of financial responsibility sufficient to satisfy liability amounts established by the Secretary cov- ering public liability and property damage for the transpor- tation of passengers for compensation by motor vehicle in the United States between a place in a State and— ‘‘(A) a place in another State; ‘‘(B) another place in the same State through a place outside of that State; or ‘‘(C) a place outside the United States.
