SEC.30 0 2 . UNIT E D ST A TES POL IC Y . Section 2 of the Food for Peace Act (7 U.S.C. 1691) is amended— (1) by striking paragraph (4); and (2) by redesignating paragraphs (5) and (6) as paragraphs (4) and (5), respectively. SEC. 3003. F OOD AID TO DE V ELOPIN G COUNT R IES. Section 3(b) of the Food for Peace Act (7 U.S.C. 1691a(b)) is amended by striking ‘‘(b)’’ and all that follows through paragraph (1) and inserting the following
‘‘(b) SENSE O F CON G RESS.—It is the sense of Congress that— ‘‘(1) in negotiations at the Food Aid Convention, the World Trade O rgani z ation, the United N ations Food and Agriculture Organization, and other appropriate venues, the President shall— ‘‘(A) seek commitments of higher levels of food aid by donors in order to meet the legitimate needs of devel- oping countries; ‘‘(B) ensure, to the maximum extent practicable, that humanitarian nongovernmental organizations, recipient country governments, charitable bodies, and international organizations shall continue— ‘‘(i) to be eligible to receive resources based on assessments of need conducted by those organizations and entities; and ‘‘(ii) to implement food aid programs in agreements with donor countries; and ‘‘(C) ensure, to the maximum extent practicable, that options for providing food aid for emergency and non- emergency needs shall not be sub j ect to limitation, including in-kind commodities, provision of funds for agri- cultural commodity procurement, and monetization of 7USC169 1 note. 7 USC 176 5d– 1. 4 6USC55 3 14 , 55316. 2 2USC6 0 41, 6062. 22 USC 5413, 5423, 5425.
