’; (2) in paragraph ( 5 )— (A) by inserting ‘‘food security and support’’ after ‘‘pro- mote’’; and ( B ) by striking ‘‘; and’’ and inserting a semicolon; ( 3 ) in paragraph ( 6 ), by striking the period at the end and inserting ‘‘; and’’; and ( 4 ) by adding at the end the following: ‘‘(7) promote economic and nutritional security by increasing educational, training, and other producti v e activi- ties.’’. SEC. 300 8 . P RO V ISION O F AGRICULTURAL CO M MO D ITIES. Section 202 of the Food for Peace Act (7 U.S.C. 1722) is amended— (1) in subsection (b)(2), by striking ‘‘may not deny a re q uest for funds’’ and inserting ‘‘may not use as a sole rationale for denying a request for funds’’; (2) in subsection (e)(1)— (A) in the matter preceding subparagraph (A), by striking ‘‘not less than 5 percent nor more than 10 percent’’ and inserting ‘‘not less than 7.5 percent nor more than 13 percent’’; (B) in subparagraph (A), by striking ‘‘; and’’ and inserting a semicolon; (C) in subparagraph (B), by striking the period at the end and inserting ‘‘; and’’; and ( D ) by adding at the end the following: ‘‘(C) improving and implementing methodologies for food aid programs, including needs assessments (upon the request of the Administrator), monitoring, and evaluation.’’; and (3) by striking subsection (h) and inserting the following: ‘‘(h) F O O D A I D QUAL I TY .— ‘‘(1) INGE NE R AL.— T he Administrator shall use funds made available for fiscal year 200 9 and subsequent fiscal years to carry out this title— ‘‘(A) to assess the types and quality of agricultural commodities and products donated for food aid; ‘‘(B) to ad j ust products and formulations (including the potential introduction of new fortificants and products) as necessary to cost-effectively meet nutrient needs of tar- get populations; and ‘‘(C) to test prototypes. ‘‘(2) AD M INI S TRATION.—The Administrator— ‘‘(A) shall carry out this subsection in consultation with and through independent entities with proven e x per- tise in food aid commodity quality enhancements; ‘‘(B) may enter into contracts to obtain the services of such entities; and
