S ection 203(b) of the Food for P eace Act (7 U .S.C. 1723(b)) is amended by stri k ing ‘‘1 or more recipient countries’’ and inserting ‘‘in 1 or more recipient countries’’. SEC. 30 1 0. LEVELS OF ASSISTANCE. Section 204(a) of the Food for Peace Act (7 U.S.C. 1724(a)) is amended— (1) in paragraph (1), by striking ‘‘2002 through 2007’’ and inserting ‘‘200 8 through 2012’’

and (2) in paragraph (2), by striking ‘‘2002 through 2007’’ and inserting ‘‘2008 through 2012’’. SEC. 3011. FOOD AID CONSULTATIVE GROUP. Section 205 of the Food for Peace Act (7 U.S.C. 1725) is amended— (1) in subsection (b)— (A) in paragraph (5), by striking ‘‘and’’ at the end; ( B ) in paragraph ( 6 ), by striking the period and inserting ‘‘; and’’; and (C) by inserting at the end the following

‘‘(7) representatives from the maritime transportation sector involved in transporting agricultural commodities over- seas for programs under this Act.’’; and (2) in subsection (f), by striking ‘‘2007’’ and inserting ‘‘2012’’. SEC. 301 2 .AD M INISTRATION. Section 207 of the Food for Peace Act (7 U.S.C. 1726a) is amended— (1) in subsection (a)(3), by striking ‘‘and the conditions that must be met for the approval of such proposal’’; (2) in subsection (c), by striking paragraph (3); (3) by striking subsection (d) and inserting the following: ‘‘(d) T IM E L Y P R O V I S ION O F COMMODITIES.—The Administrator, in consultation with the Secretary, shall develop procedures that ensure e x pedited processing of commodity call forwards in order to provide commodities overseas in a timely manner and to the extent feasible, according to planned delivery schedules.’’; and (4) by adding at the end the following: ‘‘(f) PROGRAM OVERSIG H T, M ONITORING, AND E VALUATION.— ‘‘(1) D UTIES OF ADMINISTRATOR.—The Administrator, in con- sultation with the Secretary, shall establish systems and carry out activities— ‘‘(A) to determine the need for assistance provided under this title; and ‘‘(B) to improve, monitor, and evaluate the effectiveness and efficiency of the assistance provided under this title to maximi z e the impact of the assistance. ‘‘(2) R E Q UIREMENTS OF SYSTEMS AND A C TIVITIES.—The sys- tems and activities described in paragraph (1) shall include— Procedu re s.
