‘‘( 8 ) P RIORIT Y .—In administering the program, the Sec- retary shall give priority to agreements with veterinarians for the practice of food animal medicine in veterinarian shortage situations.’’; ( 3 ) by redesignating subsection (d) as subsection (f); and ( 4 ) by inserting after subsection (c) the following: ‘‘(d) U SE OF F UN D S.— N one of the funds appropriated to the Secretary under subsection (f) may be used to carry out section 5 3 79 of title 5, United States C ode. ‘‘(e) R EGU L ATIONS.—Notwithstanding subchapter II of chapter 5 of title 5, United States Code, not later than 27 0 days after the date of enactment of this subsection, the Secretary shall promul- gate regulations to carry out this section.’’. (b) DISA P PRO V AL OF T RANSFER OF FUNDS.—Congress dis- approves the transfer of funds from the Cooperative State Research, E ducation, and E x tension Service to the Food Safety and Inspection Service described in the notice of use of funds for implementation of the veterinary medicine loan repayment program authori z ed by the National Veterinary M edical Service A ct (72 Fed. Reg. 48 6 09 (August 24, 2007)), and such funds shall be rescinded on the date of enactment of this Act and made available to the Secretary, without further appropriation or fiscal year limitation, for use only in accordance with section 1415A of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3151a) (as amended by subsection (a)). SEC.7106 . E LIG I B ILI TYOFUN I V E R SITY OF T H E D ISTRICT OF COLU M BI A FOR GRANTS AND FELLO W SHI P S FOR FOOD AND AGRICULTURAL SCIENCES EDUCATION. Section 1417 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3152) is amended— (1) in the matter preceding paragraph (1) of subsection (b), by inserting ‘‘(including the University of the District of Columbia)’’ after ‘‘land-grant colleges and universities’’; and (2) in subsection (d)(2), by inserting ‘‘(including the Univer- sity of the District of Columbia)’’ after ‘‘universities’’. SEC. 7107. GRANTS TO 1 89 0 SCHOOLS TO E X PAND EXTENSION CAPACITY. Section 1417(b)(4) of the National Agricultural Research, Exten- sion, and Teaching Policy Act of 1977 (7 U.S.C. 3152(b)(4)) is amended by stri k ing ‘‘teaching and research’’ and inserting ‘‘teaching, research, and extension’’. SEC. 7108. EXPANSION OF FOOD AND AGRICULTURAL SCIENCES AWARDS.
