Section 1424A(d) of the National Agricultural Research, Exten- sion, and Teaching Policy Act of 1977 (7 U.S.C. 3174a(d)) is amended by striking ‘‘2007’’ and inserting ‘‘2012’’. SEC. 711 6 . NUTRITION EDUCATION PROGRAM. (a) INGE NE RAL . — Section 142 5 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3175) is amended— (1) by redesignating subsections (a) through (c) as sub- sections (b) through (d), res p ecti v ely

(2) by striking the section heading and designation and inserting the follo w ing

‘SEC. 14 2 5. NUTRITION EDUCATION PROGRAM. ‘‘(a) D E FI NI T I O NOF1 86 2IN S TIT U TION AN D 1890 INSTITUTION.— In this section, the terms ‘1862 Institution’ and ‘1890 Institution’ have the meaning given those terms in section 2 of the Agricultural Research, Extension, and Education Reform Act of 1998 (7 U.S.C. 7601).’’; (3) in subsection (b) (as redesignated by paragraph (1)), by striking ‘‘(b) The Secretary’’ and inserting the following: ‘‘(b) ESTA B LIS HM ENT.—The Secretary’’; (4) in subsection (c) (as so redesignated), by striking ‘‘(c) In order to enable’’ and inserting the following: ‘‘(c) EM P LO Y MENT AND TRAININ G .—To enable’’; (5) in subsection (d) (as redesignated by paragraph (1))— (A) by striking ‘‘(d) B eginning’’ and inserting the fol- lowing: ‘‘(d) ALLO C ATION OF F UNDING.—Beginning’’; (B) in paragraph (2), by striking subparagraph (B) and inserting the following: ‘‘(B) Notwithstanding section 3(d) of the Act of M ay 8, 1914 (7 U.S.C. 343(d)), the remainder shall be allocated among the States as follows: ‘‘(i) $ 100,000 shall be distributed to each 1862 Institution and 1890 Institution. ‘‘(ii) Sub j ect to clause (iii), the remainder shall be allocated to each State in an amount that bears the same ratio to the total amount to be allocated under this clause as— ‘‘(I) the population living at or below 125 per- cent of the income poverty guidelines (as pre- scribed by the O ffice of Management and Budget and as adjusted pursuant to section 673(2) of the Community Services Block Grant Act (42 U.S.C. 9902(2))) in the State; bears to ‘‘(II) the total population living at or below 125 percent of those income poverty guidelines in all States;
