12 2 STA T . 2 0 2 8PUBLIC LA W 110 – 2 46—J U NE 18 , 2008 ‘ ‘ (A)INGE NE RAL.—TheDir e cto r s h al lor g a n i z eo f fices an d f u nctions w ithin the Institute to ad m inister funda - mental and a p plied research and e x tension and education programs. ‘‘( B ) R E S EAR CHP R IO RI T IES.—The Director shall ensure the research priorities esta b lished b y the U nder S ecretary through the Research ,E ducation and Extension O ffice are carried out by the offices and functions of the Institute, where applicable. ‘‘( C ) FU N D A M ENTAL AND APPLIED RESEARCH.—The Director shall— ‘‘(i) determine an appropriate balance between fun- damental and applied research programs and functions to ensure future research needs are met
and ‘‘(ii) designate staff, as appropriate, to assist in carrying out this subparagraph. ‘‘(D) COMPETITI V EL YF UNDED A W ARDS.—The Director shall— ‘‘(i) promote the use and growth of grants awarded through a competiti v e process; and ‘‘(ii) designate staff, as appropriate, to assist in carrying out this subparagraph. ‘‘(E) COORDINATION.—The Director shall ensure that the offices and functions established under subparagraph (A) are effectively coordinated for maximum efficiency. ‘‘( 6 ) FUNDING.— ‘‘(A) IN GENERAL.—In addition to funds otherwise appropriated to carry out each program administered by the Institute, there are authorized to be appropriated such sums as are necessary to carry out this subsection for each fiscal year. ‘‘(B) ALLOCATION.—Funding made available under subparagraph (A) shall be allocated according to rec- ommendations contained in the roadmap described in sec- tion 7504 of the Food, Conservation, and Energy Act of 2 00 8 . ’ ’. (b) FUNCTIONS.—Section 2 9 6(b) of the Department of Agri- culture Reorganization Act of 1 994 (7 U.S.C. 7014(b)) is amended— (1) in paragraph (4), by stri k ing ‘‘or’’ at the end; (2) in paragraph (5), by striking the period at the end and inserting ‘‘; or’’; and ( 3 ) by adding at the end the following
‘‘(6) the authority of the Secretary to establish in the Department, under section 251— ‘‘(A) the position of Under Secretary of Agriculture for Research, Education, and Economics; ‘‘(B) the Research, Education, and Extension Office; and ‘‘(C) the N ational Institute of Food and Agriculture.’’. (c) CONFORMING AMENDMENTS.—The following conforming amendments shall take effect on October 1, 2009: (1) Section 522(d)(2) of the Federal Crop Insurance Act (7 U.S.C. 1522(d)(2)) is amended by striking ‘‘the Cooperative State Research, Education, and Extension Service’’ and inserting ‘‘the National Institute of Food and Agriculture’’. (2) Section 524(a) of the Federal Crop Insurance Act (7 U.S.C. 1524(a)) is amended in each of paragraphs (1)(B) and Ef f ectiv e da te .7USC152 2 no te.
