SEC.90 0 3 . R E N E WABL E F ER TI LI Z ER ST UDY . (a) I NGE NE RAL .—Not later than 1 year after the date of receipt of appropriations to carry out this section, the Secretary shall— (1) conduct a study to assess the current state of knowledge regarding the potential for the production of fertilizer from renewable energy sources in rural areas, including— (A) identification of the critical challenges to commer- cialization of rural production of nitrogen and phosphorus- based fertilizer from renewables; (B) the most promising processes and technologies for renewable fertilizer production; (C) the potential cost-competitiveness of renewable fer- tilizer; and ( D ) the potential impacts of renewable fertilizer on fossil fuel use and the environment; and (2) submit to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutri- tion, and Forestry of the Senate a report describing the results of the study.
