(b) EF F EC TI V E DATE.— T he amendments made by subsection (a) take effect on the date that is 1 year after the date of enactment of this Act. SEC.104 0 3 . GRANTP R O GRA M TO I MPRO V E MOVEMENT O F SPECIA L T Y CROPS. (a) GR ANT S A U T H ORI Z E D .—The Secretary may make grants under this section to an eligible entity described in subsection (b)— (1) to improve the cost-effective movement of specialty crops to local, regional, national, and international markets

and ( 2 ) to address regional intermodal transportation defi- ciencies that adversely affect the movement of specialty crops to markets inside or outside the U nited States. (b) ELI G I B LE GRANT R ECI P IENTS.—Grants may be made under this section to any of, or any combination of

(1) State and local governments. (2) Grower cooperatives. ( 3 ) N ational, State, or regional organizations of producers, shippers, or carriers. ( 4 ) O ther entities as determined to be appropriate by the Secretary. (c) M ATCHING F UNDS.—The recipient of a grant under this section shall contribute an amount of non-Federal funds toward the pro j ect for which the grant is provided that is at least equal to the amount of grant funds received by the recipient under this section. (d) AUTHORIZATION OF APPROPRIATIONS.—There are authorized to be appropriated to carry out this section such sums as are necessary for each of fiscal years 2 0 0 8 through 2012. SEC. 10404. MAR K ET LOSS ASSISTANCE FOR ASPARAG U S PRO D UCERS. (a) I N GENERAL.—As soon as practicable after the date of enact- ment of this Act, the Secretary shall make payments to producers of the 200 7 crop of asparagus for market loss resulting from imports during the 2004 through 2007 crop years. (b) PA YM ENT RATE.—The payment rate for a payment under this section shall be based on the reduction in revenue received by asparagus producers associated with imports during the 2004 through 2007 crop years. (c) PAYMENT Q UANTITY.—The payment quantity for asparagus for which the producers on a farm are eligible for payments under 7USC162 2 c. 7 USC 1622 note .
