(iii) such services are common ly sold to the g eneral p ublic through use of time-and-materials or labor-hour contracts; and (iv) the use of a time-and-materials or labor-hour contract type is in the best interest of the G overnment . ( 2 ) NON - C O M M ER C IAL I T EM AC QU I S ITIONS. — Nothing in this subsection shall be construed to preclude the use of procedures applicable to time-and-materials contracts and labor-hour con- tracts for non-commercial item acquisitions for the acquisition of any category of services. SEC.806 .S P EC IF IC AT I ON OFA M O U NTS R E Q UESTE D FOR PROCURE - MENT OF CONTRACT SER V ICES. (a) SP ECI F ICATION OF A MOUNTS R EQUESTE D .— T he budget jus- tification materials submitted to C ongress in support of the budget of the D epartment of Defense for any fiscal year after fiscal year 2 0 0 9 shall identify clearly and separately the amounts requested in each budget account for the procurement of contract services. (b) I NFORMATION P RO V IDED.— F or each budget account, the materials submitted shall clearly identify— ( 1 ) the amount requested for each Department of Defense component, installation, or activity; and (2) the amount requested for each type of service to be provided. (c) CONTRACT SERVICES DEFINED.—In this section, the term ‘ ‘contract services ’ ’— (1) means services from contractors; but (2) e x cludes services relating to research and development and services relating to military construction. SEC. 80 7 . INVENTORIES AND REVIE W S OF CONTRACTS FOR SERVICES. (a) INVENTOR Y REQUIREMENT.—Section 2 3 30a of title 10, U nited States Code, is amended— (1) by redesignating subsection (d) as subsection (g); (2) by stri k ing subsection (c) and inserting the following

‘‘(c) INVENTORY.—(1) Not later than the end of the third quarter of each fiscal year, the Secretary of Defense shall submit to Congress an annual inventory of the activities performed during the preceding fiscal year pursuant to contracts for services for or on behalf of the Department of Defense. The entry for an activity on an inven- tory under this subsection shall include, for the fiscal year covered by such entry, the following: ‘‘(A) The functions and missions performed by the con- tractor. ‘‘( B ) The contracting organi z ation, the component of the Department of Defense administering the contract, and the organization whose requirements are being met through con- tractor performance of the function. ‘‘(C) The funding source for the contract under which the function is performed by appropriation and operating agency. ‘‘(D) The fiscal year for which the activity first appeared on an inventory under this section. ‘‘( E ) The number of full-time contractor employees (or its equivalent) paid for the performance of the activity.
