( 2 ) A DDITIONAL PERSONNEL F ORT H E INSPECTORS G EN- ERAL.—An Inspector General re q uired to conduct a review under subsection (b)(1) and sub m it a report under subsection (c) is authori z ed to hire such additional personnel as may be necessary to carry out such review and prepare such report in a prompt and timely manner. P ersonnel authorized to be hired under this paragraph— (A) shall perform such duties relating to such a review as the relevant Inspector General shall direct

( 3 ) TRANSFER OF PERSONNEL.—The Attorney General , the S ecretary of Defense, the Director of National Intelligence, the Director of the National Security Agency, or the head of any other element of the intelligence community may transfer per- sonnel to the relevant O ffice of the Inspector General required to conduct a review under subsection (b)(1) and submit a report under subsection (c) and, in addition to any other personnel authorized by law, are authorized to fill any vacancy caused by such a transfer. Personnel transferred under this paragraph shall perform such duties relating to such review as the relevant Inspector General shall direct. TI T LE I V—O T H E RP ROVI S IO N S SEC.401 .SE V E RABIL I TY . If any provision of this Act, any amendment made by this Act, or the application thereof to any person or circumstances is held invalid, the validity of the remainder of the Act, of any such amendments, and of the application of such provisions to other persons and circumstances shall not be affected thereby. SEC. 40 2 .E F FECTIVE D ATE. Except as provided in section 40 4, the amendments made by this Act shall ta k e effect on the date of the enactment of this Act. SEC. 40 3 .RE P EALS. (a) REPEAL OF PROTECT A M ERICA ACT OF 200 7 PRO V ISIONS.— (1) AMENDMENTS TO FISA.— (A) IN GENERAL.—Except as provided in section 404, sections 10 5 A, 105B, and 105 C of the F oreign Intelligence Surveillance Act of 1 9 7 8 (50 U .S.C. 1805a, 1805b, and 1805c) are repealed. (B) TECHNICAL AND CONFORMING AMENDMENTS.— (i) TA B LE OF CONTENTS.—The table of contents in the first section of the Foreign Intelligence Surveillance Act of 1978 (50 U.S.C. 1801 et seq.) is amended by 50USC18 05 a– 1805 c. 50 USC 1801 note . 50 USC 1801 note.
