ENS U RIN G IN D E P ENDENCE O F CHIEF FIN A NCIAL OFFICER OF DISTRICT OF COLU MB IA W ATER AND SEWER AUTHORIT Y . ( a ) C LARIF I C A T I ON OF INA P PLICA B ILIT Y OF 20 0 5OM NIB US AUT H ORI Z ATION PRO V ISION. — The District of Columbia H ome R ule Act is amended— ( 1 ) by redesi g nating the section 4 24 added by section 202(a)(1) of the 2005 District of Columbia Omnibus Authori z a - tion Act (Public L aw 10 9 — 3 5 6; 120 Stat. 2036) as section 424a; and (2) in section 424a , as so redesignated, by adding at the end the following new subsection
‘‘(e) INAPPLICABILITY TO WAT E RAN D SE W ER AUTHORITY.—The authority of the Chief F inancial Officer under this section does not apply to personnel of the District of Columbia Water and Sewer Authority established pursuant to the Water and Sewer Authority E stablishment and Department of Public Wor k s Reorga- nization Act of 1996.’’. (b) EFFECTIVE DATE.—The amendments made by subsection (a) shall take effect as if included in the enactment of the 2005 District of Columbia Omnibus Authorization Act. SEC. 3 . PRESER V ING E X ISTING INDEPENDENCE OF DISTRICT OF COLUMBIA WATER AND SEWER AUTHORITY. (a) IN G ENERAL.—Part F of title I V of the District of Columbia Home Rule Act (sec. 1—204.91 et se q ., D.C. Official Code) is amended— (1) by amending the heading of such part to read as follows: ‘‘PART F—INDEPENDENT A G ENCIES AND AUTHORITIES’’; and (2) by adding at the end the following new section: ‘‘INDEPENDENT FINANCIAL MANAGEMENT, PERSONNEL, AND PROCURE- MENT AUTHORITY OF DISTRICT OF COLUMBIA WATER AND SEWER AUTHORITY ‘‘SEC. 496.
