S.C. 4 7 02(5)) or a credit union; or (D) any collaborative effort of entities described in any of subparagraphs (A) through (C). (d) A UTHORI T YF OR P I L OT PRO JEC T S . — (1) I NG ENER A L.— T he Secretary of the Treasury shall authori z e not more than 5 pilot pro j ect grants to eligible organizations under subsection (c) in order to— (A) carry out the services under this section; and (B) provide such other services that w ill improve the financial stability and economic condition of low- and mod- erate-income and low-wealth individuals. (2) G OAL.—The goal of the pilot project grants under this subsection is to— (A) identify successful methods resulting in positive behavioral change for financial empowerment; and (B) establish program models for organizations to carry out effective counseling services. (e) AUTHORI Z ATION OF A P PROPRIATIONS.—There are authorized to be appropriated to the Secretary such sums as are necessary to carry out this section and for the provision of additional financial educational services. (f) STU D Y AND R EPORT ON E FFECTI V ENESS AND I M PACT.— (1) IN GENERAL.—The Comptroller General of the United States shall conduct a study on the effectiveness and impact of the grant program established under this section. N ot later than 3 years after the date of enactment of this Act, the Comptroller General shall submit a report on the results of such study to the Committee on Banking, Housing, and Urban Affairs of the Senate and the Committee on Financial Services of the House of Representatives. (2) CONTENT OF STUDY.—The study re q uired under para- graph (1) shall include an evaluation of the following

(A) The effectiveness of the grant program established under this section in improving the financial situation of homeowners and prospective homebuyers served by the grant program. (B) The e x tent to which financial education and coun- seling services have resulted in positive behavioral changes. (C) The effectiveness and quality of the eligible organizations providing financial education and counseling services under the grant program. (g) REGULATIONS.—The Secretary is authorized to promulgate such regulations as may be necessary to implement and administer the grant program authorized by this section. SEC.1 1 3 3.
