( 4 ) the number of personnel for each military department and Defense Agency, identified by each foreign language and dialect, that served in a position that requires proficiency in the foreign language or dialect and discontinued service during the preceding calendar year; ( 5 ) the number of positions that require proficiency in a foreign language or dialect that are fulfilled by contractors; ( 6 ) the percentage of w or k requiring linguistic skills that is fulfilled by personnel of the intelligence community (as defined in section 3(4) of the N ational S ecurity Act of 19 4 7 (5 0U. S. C . 401a(4))); and (7) an assessment of the foreign language capacity and capabilities of each military department and Defense Agency and of the Department of Defense as a whole. (c) N ON-MIL I TARYPE R S ONNEL. —Ex cept as provided in para- graphs (6) and (7) of subsection (b), a report submitted under subsection (a) shall cover only members of the Armed F orces on active duty and reserve duty assigned to the military departments concerned or to the Department of Defense. (d) T ER M INATION O FR E QU IREMENT.—The duty to submit a report under subsection (a) shall terminate on December 31, 2 013.
