‘‘( C )re qu ires students , including at least one-half of all students who are enrolled on a full-time b asis, to partici- pate in a comprehensive work-learning-service program for at least five hours each week, or at least 80 hours during each period of enrollment, e x cept summer school, unless the student is engaged in an institutionally organi z ed or approved study abroad or externship program; and ‘‘( D ) provides students participating in the comprehen- sive work-learning-service program with the opportunity to contribute to their education and to the welfare of the community as a whole; and ‘‘( 2 ) the term ‘comprehensive student work-learning-service program ’ means a student work-learning-service program that — ‘‘( A ) is an integral and stated part of the institution’s educational philosophy and program; ‘‘(B) requires participation of all resident students for enrollment and graduation; ‘‘(C) includes learning ob j ectives, evaluation, and a record of work performance as part of the student’s college record; ‘‘(D) provides programmatic leadership by college per- sonnel at levels comparable to traditional academic pro- grams; ‘‘( E ) recognizes the educational role of work-learning- service supervisors; and ‘‘( F ) includes consequences for nonperformance or failure in the work-learning-service program similar to the consequences for failure in the regular academic program . ’’; and ( 3 ) in subsection (f), by striking ‘‘ $5 ,000,000’’ and all that follows through the period and inserting ‘‘such sums as may be necessary for fiscal year 200 9 and each of the five succeeding fiscal years.’’. (a) INCOME -B AS E DR E P A Y MEN T .— S ection 4 55(d)( 1 ) (20 U .S.C. 108 7 e(d)(1)) is amended— (1) in subparagraph (C), by striking ‘‘and’’ after the semi- colon; (2) in subparagraph (D), by striking the period at the end and inserting ‘‘; and’’; and (3) by adding at the end the following

‘‘(E) beginning on J uly 1, 2009, an income-based repay- ment plan that enables borrowers who have a partial finan- cial hardship to make a lower monthly payment in accord- ance with section 493C, except that the plan described in this subparagraph shall not be available to the borrower of a Federal Direct PL US Loan made on behalf of a dependent student or a Federal Direct Consolidation Loan, if the proceeds of such loan were used to discharge the liability on such Federal Direct PLUS Loan or a loan Ef f ectiv e da te .
