and ‘‘( B ) based on the application described in subpara - graph (A) , to obtain, not later than one year prior to the year of the students ’ planned enrollment, information on eligibility for F ederal P ell G rants, Federal student loans under this title, and S tate and institutional financial aid for the student’s first year of enrollment in the institution of higher education . ‘‘( 3 ) EARLY A P PL IC A T I ON AN DES TI M ATED A W ARD. — For all dependent students selected for participation in the demonstra- tion program who submit a completed FAFSA, or, as appro- priate, an E Z FAFSA, two years prior to the year such students plan to enroll in an institution of higher education, the Sec- retary shall, not later than one year prior to the year of such planned enrollment— ‘‘(A) pro v ide each student who completes an early application with an estimated determination of such stu- dent’s— ‘‘(i) e x pected family contribution for the first year of the student’s enrollment in an institution of higher education; and ‘‘(ii) Federal Pell Grant award for the first such year, based on the maximum Federal Pell Grant award at the time of application; and ‘‘(B) remind the students of the need to update the students’ information during the calendar year of enroll- ment using the expedited reapplication process provided for in subsection (a)( 4 )(A). ‘‘(4) PARTICIPANTS.— T he Secretary shall include as partici- pants in the demonstration program— ‘‘(A) States selected through the application process described in paragraph ( 5 ); ‘‘(B) institutions of higher education within the selected States that are interested in participating in the dem- onstration program, and that can ma k e estimates or commitments of institutional student financial aid, as appropriate, to students the year before the students’ planned enrollment date; and ‘‘( C ) secondary schools within the selected States that are interested in participating in the demonstration pro- gram, and that can commit resources to— ‘‘(i) advertising the availability of the program; ‘‘(ii) identifying students who might be interested in participating in the program; ‘‘(iii) encouraging such students to apply; and ‘‘(iv) participating in the evaluation of the program. ‘‘(5) APPLICATIONS.—Each State that is interested in partici- pating in the demonstration program shall submit an applica- tion to the Secretary at such time, in such form, and containing such information as the Secretary shall re q uire. The application shall include— ‘‘(A) information on the amount of the State’s need- based student financial assistance available, and the eligi- bility criteria for receiving such assistance; Deadlin e .
