12 2 STA T .3 3 69PUBLIC LA W 11 0– 31 5— AU G .1 4, 200 8‘ ‘ (3)CHAIRPE R SON AN DV I C E CHAIRPERSON .—The C om m is- sio n sh al l sele ct a chai rp erson an dv ice chairperson f rom amon g the mem b ers of the Commission. ‘‘( 4 ) M EE T IN G S.— ‘‘( A ) I N GENERA L .—The Commission shall meet at the call of the Chairperson. ‘‘( B ) F IRST M EETING.— N ot later than 60 da y s after the appointment of the members of the Commission u nder paragraph ( 2 )( D ) , the Commission shall hold the Commis- sion ’ s first meeting. ‘‘( 5 ) QU ORUM.—A ma j ority of the members of the Commis- sion shall constitute a q uorum, but a lesser number of members may hold hearings. ‘‘(b) DUTIES O F THE COMMISSION.— ‘‘( 1 ) S TUD Y .— ‘‘(A) IN GENERAL.—The Commission shall conduct a comprehensive study to— ‘‘(i) assess the barriers and systemic issues that may affect, and technical solutions available that may improve, the timely delivery and quality of accessible instructional materials for postsecondary students w ith print disabilities, as well as the effective use of such materials by faculty and staff

and ‘‘(ii) ma k e recommendations related to the develop- ment of a comprehensive approach to improve the opportunities for postsecondary students with print disabilities to access instructional materials in special- i z ed formats in a timeframe comparable to the avail- ability of instructional materials for postsecondary non- disabled students. ‘‘(B) EX ISTING INFORMATION.—To the e x tent prac- ticable, in carrying out the study under this paragraph, the Commission shall identify and use existing research, recommendations, and information. ‘‘(C) R ECOMMENDATIONS.— ‘‘(i) IN GENERAL.—The Commission shall develop recommendations— ‘‘(I) to inform Federal regulations and legisla- tion; ‘‘(II) to support the model demonstration pro- grams authorized under section 7 73; ‘‘(III) to identify best practices in systems for collecting, maintaining, processing, and dissemi- nating materials in specialized formats to students with print disabilities at costs comparable to instructional materials for postsecondary non- disabled students; ‘‘(I V ) to improve the effective use of such mate- rials by faculty and staff, while complying with applicable copyright law; and ‘‘(V) to modify the definitions of instructional materials, authorized entities, and eligible stu- dents, as such terms are used in applicable Federal law, for the purpose of improving services to stu- dents with disabilities.
