‘‘(ii) eval u ation o f student p r ogress; ‘‘(iii) program administration and evaluation; ‘‘(iv) student eligi b ilit y

and

‘‘(v) issues regarding t h ee q uivalency of a student ’ s participation in such programs to semester, trimester, quarter, credit, or clock hours at an institution of higher education, as the case may be; ‘‘( F ) analy z e possible funding streams for such pro - grams and provide recommendations regarding the funding streams; ‘‘( G ) develop model memoranda of agreement for use bet w een or among institutions of higher education and S tate and local agencies providing funding for such pro- grams; ‘‘( H ) develop mechanisms for regular communication, outreach and dissemination of information about com- prehensive transition and postsecondary programs for stu- dents with intellectual disabilities under subpart 2 between or among such programs and to families and prospective students; ‘‘( I ) host a meeting of all recipients of grants under subpart 2 not less often than once each year; and ‘‘( J ) convene a workgroup to develop and recommend model criteria, standards, and components of such pro- grams as described in subparagraph ( E ), that are appro- priate for the development of accreditation standards, which workgroup shall include — ‘‘(i) an e x pert in higher education; ‘‘(ii) an expert in special education; ‘‘(iii) a disability organization that represents stu- dents with intellectual disabilities; ‘‘(iv) a representative from the N ational A dvisory C ommittee on Institutional Q uality and Integrity; and ‘‘(v) a representative of a regional or national accreditation agency or association . ‘‘( 6 ) REPORT .—Not later than five years after the date of the establishment of the coordinating center under this sub- section, the coordinating center shall report to the Secretary, the authorizing committees, and the National Advisory Com- mittee on Institutional Quality and Integrity on the rec- ommendations of the workgroup described in paragraph ( 5 )(J). ‘ ‘ SEC.7 7 8 . AUTHORIZ ATIO N O F A P PROPRIATIONS. ‘‘ T here are authorized to be appropriated to carry out this subpart such sums as may be necessary for fiscal year 2 0 0 9 and each of the five succeeding fiscal years.’’. SEC. 7 10 .SU BG RANTS TO NONPROFIT ORGANIZATIONS. Section 781 (as redesignated by section 709(1)) (20 U .S.C. 11 4 1) is amended— (1) in subsection (a), by striking the second sentence and inserting the following

‘‘In addition to the amount authorized and appropriated under the preceding sentence, there are authorized to be appropriated to carry out this section such sums as may be necessary for fiscal year 2009 and each of the five succeeding fiscal years.’’; 20USC1 1 4 0 r.
